Does this guy have a purpose? He's halfway between Sanctum Cay and Fisherman's Haven. There's also another guy around there called "Crafter." He's worthless as well.

Crafter crafts stuff, he's not useless...to me, anyway. As for good ol' Mingus, I have no idea what his purpose is. I like to dance around him.

Near Mingis, in the water, is a Tattered Girls' Cape (poor Gwen). If not there, click on Mingis, then it will be - save for a future unknown date.

The crafter in Stingray Strand makes 57AL armor for Monks, Elementalists, Mesmers and Necromancers.

I've visited him with my mes, monk, and warrior and never had anything show up.

Well, there is no armor for either Warrior or Ranger in Stingray Strand. Kuku, I have no idea why there was nothing there for your Monk or Mesmer, but I got the 57AL armor there instead of the 51AL armor in Amnoon.
